security: Refactor UTF-8 validation to prevent DoS#13

Refactored inline UTF-8 validation logic in `pkg/analysis/topology/topology.go` into a helper function `truncateToValidUTF8`. This ensures O(N) complexity when processing binary data or invalid UTF-8 strings, preventing potential DoS vulnerabilities from O(N^2) behavior. Added unit tests to cover edge cases.
